Nokia expected to suspend dividend; all eyes on Lumia growth

HELSINKI (Reuters) - Finnish mobile phone maker Nokia is expected to propose suspending its annual dividend payment for the first time in over 20 years, as it aims to save cash amid falling sales.

The move, which it is set to announce with fourth-quarter results on Thursday, is likely to make many investors cautious about increasing their bets on a recovery at Nokia, which has fallen behind in the smartphone race against rivals Samsung and Apple.

Nokia earlier this month flagged a return to underlying profitability after massive cost cuts and stronger sales of Lumia smartphones, helping its shares surge over 16 percent over the past 10 trading days.

But it also said quarterly sales of devices and services fell 35 percent to 3.9 billion euros ($5.2 billion), and analysts estimate its net cash position fell to 3.4 billion from 5.6 billion a year earlier.

Analysts have been cautious, saying Nokia's cost cuts may have given it more breathing space but it still had a long way to go before proving it could claw back market share.

"The turnaround in itself is likely not mid- to long-term sustainable unless Nokia smartphones show clear trends of gaining traction - which they did not," said J.P. Morgan analyst Sandeep Deshpande.

Nokia said it sold 4.4 million Lumias in the fourth quarter, but analysts estimate Nokia's market share in the high-margin smartphone business is still around 5 percent.

That means Chief Executive Stephen Elop, hired in 2010 from Microsoft, is still under pressure to show he made the right decision in February 2011 to adopt Microsoft Windows software.

Elop had said the company's transition with the new software would take two years - a period that is almost over.

Investors have said that without sustained growth in Lumia sales this year, Elop may need to change strategy or leave.

Many see the new Lumia 820 and 920, which use the latest Windows Phone 8 software, as make-or-break models for Nokia.

The products come in vivid colors and are equipped with high-resolution cameras. They earned mostly positive reviews from gadget critics but sales have been hit by supply problems, with industry sources citing a shortage of chips.

While recent sales of less sophisticated "feature phones" such as the Asha model have been stronger than many expected, analysts say the company's long-term survival depends on the success of higher-margin smartphones.

An increasing number of global customers - including those in emerging markets - are demanding Internet access, and use of social networking sites like Facebook, from their mobile phones.

Investors will also be listening for updates to Nokia's plans for Nokia Siemens Networks, its joint venture with Siemens.

Signs of a turnaround at NSN have raised hopes it could go public, meaning more cash for Nokia to keep investing in its smartphones.

With the shares up nearly 60 percent over the past three months, however, most analysts were cautious. According to Thomson Reuters StarMine data, 22 analysts had a "sell" or "strong sell" recommendation on the shares while 13 rated them a "buy" or "strong buy".

Nokia has paid an annual dividend every year since 1989. Its payment last year was 20 euro cents.

U.S. to lift ban on women in front-line combat jobs

WASHINGTON (Reuters) - The U.S. military will formally end its ban on women serving in front-line combat roles, officials said on Wednesday, in a move that could open thousands of fighting jobs to female service members for the first time.

The move knocks down another societal barrier in the U.S. armed forces, after the Pentagon in 2011 scrapped its "Don't Ask, Don't Tell" ban on gays and lesbians serving openly in the military.

U.S. defense officials said the decision to end the ban had been taken by outgoing U.S. Defense Secretary Leon Panetta and individual military services would have until 2016 to seek exemptions if they believed any combat roles should remain closed to women.

Panetta is expected to announce the decision formally on Thursday. It will come after 11 years of non-stop war that has seen 84 women killed as a result of hostile action in the unpopular, costly wars in Iraq and Afghanistan.

The military services will have until May 15 to submit a plan on how they will comply by 2016.

Women have represented around 2 percent of the U.S. casualties of in Iraq and Afghanistan and some 12 percent - or 300,000 - of those deployed in the war efforts in the past 11 years, in which there were often no clearly defined front lines, and where deadly guerrilla tactics have included roadside bombs that kill and maim indiscriminately.

Women serve in combat roles for the armed forces of a few developed nations, including Canada and Israel, but officials say demand from women for such jobs in NATO nations is very low. In 2010, Britain decided after a review that it would not change rules excluding women from infantry or combat teams.

The American Civil Liberties Union, which filed a suit in November seeking to force the Pentagon to end the ban on women in combat, applauded the planned move, which will overturn a 1994 policy preventing women from serving in small front-line combat units.

The outgoing head of the Senate Veterans Affairs Committee, Democratic Senator Patty Murray from Washington, and Democratic Senator Carl Levin of Michigan, the head of the Senate Armed Services Committee, also voiced approval.

"This is an historic step for equality and for recognizing the role women have, and will continue to play, in the defense of our nation," Murray said. Levin said it reflected the "reality of 21st century military operations."

'HISTORIC MOMENT'

A plan for implementing the decision will have to be approved by the defense secretary and notified to Congress. The plan will guide how quickly the new combat jobs open up and whether the services will seek exemptions to keep some closed.

Senator Jim Inhofe, a Republican from Oklahoma, questioned the extent to which women would ultimately gain access to front-line combat, saying he doubted there would be a "broad opening."

Michael O'Hanlon, a defense analyst at the Brookings Institution in Washington, noted that integrating women was "a very delicate matter." He called for the Pentagon to take a gradual approach, perhaps starting with special forces.

Former female service members cheered the move.

Anu Bhagwati, a former Marine captain and head of the Service Women's Action Network, said her decision to leave the Marine Corps in 2004 was partly due to the combat exclusion policy.

"I know countless women whose careers have been stunted by combat exclusion in all the branches," said Bhagwati, who called the decision an "historic moment."

"I didn't expect it to come so soon," she said.

The move comes nearly a year after the Pentagon unveiled a policy that opened 14,000 new jobs to women but still prohibited them from serving in infantry, armor and special operations units whose main function was to engage in frontline combat.

For Panetta, it will add to his legacy as a secretary who oversaw the end of "Don't Ask, Don't Tell" and pushed the process to end discrimination against women.

Asked last year why women who had served in Iraq and Afghanistan conducting security details and house-to-house searches were still being formally barred from combat positions, Pentagon officials said the services wanted to see how they performed in the new positions before opening up further.

Gas sensors developed in a European project now enable the implementation of cheaper and smaller instruments with equal or higher speed and sensitivity than current laboratory-grade instruments.

Production of super-sensitive and portable measuring devices is made possible by a photo-acoustic gas sensor with innovative parts such as an interferometer and a MEMS cantilever. While a laser is needed as infrared light source for the highest sensitivity, novel IR LEDs are sufficient for measuring fairly small gas concentrations in lower cost portable devices.

Sensitive, portable measuring devices can be used to detect trace gases in the environment. There are a number of potential applications for the technology, for example in health care and air pollution monitoring. The technology can also be used in homeland security and work safety.

The MINIGAS project was financially supported by the European Community and was coordinated by VTT Technical Research Centre of Finland. It involved building two prototypes, one of which can be used to detect extremely low levels of methane in the air and the other to accurately measure carbon dioxide and water vapour levels in demanding Greenhouse gas flux monitoring. The performance of the portable measuring devices matches that of existing laboratory-grade products.

Several measurement industry companies are preparing to begin production based on the new technology. Furthest advanced is Finland-based Gasera Oy, which already uses the parts developed in the project in its current gas sensors. The company hopes to be selling new products based on the technology within three years. Measuring instrument companies Selex (Italy) and Drger (Germany), as well as LED component developer and manufacturer IoffeLED (Russia), plan to use or further investigate parts of the developed technologies for future products.

VTT's role in the project was to develop LTCC packaging and integration technologies suitable for miniature optical sensors.

The total budget for the MINIGAS project was EUR 2.6 million. In addition to VTT, the other partners were Gasera Oy, University of Turku, Drgerwerk AG & Co. KGaA, Ioffe Physical-Technical Institute RAS, Selex Sistemi Integrati Spa and Doble Transinor AS.

Don't take India for granted: Congress to Pakistan

New Delhi, Jan 12, 2013 (IANS)

The Congress Friday talked tough by saying India wanted peace with Pakistan but the neighbouring country should not take it as a sign of weakness.

It also warned that if Pakistan did not stop? violating the LoC (Line of Control), India would have to think of taking strong action.

"We don't want to break the process of peace but at the same time, we need to send a strong message to Pakistan that we are quite strong and can face any? challenge.

They should not feel that we are weak in any respect," Congress spokesperson Sandeep Dikshit told reporters here.

"If Pakistan did not stop violating the LoC, India will have to think of taking strong action. We are watching the situation whether the Pakistan? government is maintaining the status quo of ceasefire on the Line of Control.

They should stop violating the ceasefire. A clear picture will emerge in the next three-four days," he said.

The Congress also appreciated the diplomatic and military steps taken by the government to keep the sanctity of the LoC and put pressure on Pakistan in the aftermath of the killing of two soldiers by the Pakistan Army Tuesday.

"We take note of the fact that the government has put diplomatic and other pressures on the government of Pakistan and the steps military is taking to? strengthen the patrolling on the Line of Control and the action they have taken. We welcome that," said Dikshit.

"We urge the government to take all necessary diplomatic and other actions that are necessary to keep the sanctity of the Line of Control and the? diplomatic steps necessary to continue to put pressure on Pakistan," he said.

The Congress also rubbished remarks made by BJP leader and former external affairs minister Yashwant Sinha that both United Progressive Alliance and National Democratic Alliance had committed a mistake in talking to Pakistan.

"It is possible they are feeling now that they might have erred in taking the bus to Lahore. We want friendly relations with Pakistan and to strengthen the same," said Dikshit referring to former prime minister Atal Bihari Vajpayee's famous bus ride to Pakistan in 1999.

On the Pakistan government stopping the bus service (Paigam-e-Aman) between the two countries, Dikshit said: "As far as stopping the bus service is? concerned, I think the government of Pakistan is not clear within themselves for taking any decision".

The Congress expressed hope that Pakistan would help control the situation.
"We do hope that the Pakistan government will take cognizance of our diplomatic and military protests for violating the ceasefire on the Line of Control and they should try to solve the problem than to aggravate the? same," said Dikshit.

USDA's crop report for 2012 to show drought impact

(AP) ? The U.S. Department of Agriculture is releasing its final crop report for 2012, providing a glimpse of what last year's drought cost the nation's farmers and others.

The report covers a number of crops, but attention will likely focus on corn production.

The USDA predicted the nation's biggest harvest ever in the spring, when farmers planted 96.4 million acres of corn. But it began scaling back its estimates as the drought spread across two-thirds of the nation.

Analysts said Friday morning that they expect the final report to reflect an even smaller crop than the USDA's December estimate.

Analysts on average expect a final estimate of 10.6 billion bushels, down from December's 10.7 billion bushel figure.

Texas blood alcohol reports shows Travis was drunk

(AP) ? Blood alcohol results show country star Randy Travis was legally drunk when he was arrested naked following a Texas traffic accident.

Grayson County District Attorney Joe Brown says Travis was formally charged Wednesday with driving while intoxicated with a blood alcohol level greater than 0.15. The legal limit for driving is 0.08. The Class A misdemeanor is punishable by up to two years in jail and a $4,000 fine.

Travis was arrested for DWI and freed on bond following the Aug. 7 single-vehicle accident near Tioga, about 60 miles north of Dallas. Brown says negotiations continue to resolve the case. Travis still faces a retaliation charge for allegedly threatening officers.

Defense attorney Larry Friedman says Travis has a great deal of respect for law enforcement and has stopped drinking alcohol.

Carbon Taxes Provoke Debate on Economic Impact - NYTimes.com

Since the beginning of the year, California, the most populous of the United States, has a price on carbon emissions.

The cap-and-trade system known as AB 23 ultimately puts a dollar price on industry carbon emissions (according to our colleague Felicity Barringer, the precise price of $10.09 per metric ton of emissions in the first free-market bidding in November).

?By putting a price on carbon, we can break our unhealthy dependence on fossil fuels,? said Mary D. Nichols, the chairwoman of the California Air Resources Board, according to Felicity?s report.

With the new cap-and-trade system, California joins Ireland, Australia,?Norway and many other countries in taxing what most agree is one of the root causes of global warming.

Much like tobacco taxes introduced in the latter half of the last century ? and now commonplace in most developed countries ? taxes on carbon emissions act both as a deterrent and as a source of revenue with which to finance clean energy solutions, proponents say.

The economist Robert H. Frank, in an opinion piece last year, made the basic case that high carbon taxes on gasoline would lead to more fuel-efficient cars.

Dr. Frank, of Cornell University, suggested that a carbon tax of $300 for a ton of carbon emissions might be enough to structurally change the kind of cars Americans drive. He wrote:

?The price of gasoline, for example, would slowly rise by somewhat less than $3 a gallon. Motorists in many countries already pay that much more than Americans do, and they seem to have adapted by driving substantially more efficient vehicles.?

An excellent article on Ireland?s carbon tax boon points to the other part of the equation ? despite three years of recession, the Irish government is managing to balance its books, in part due to carbon taxes on cars, gas and even garbage.

Elisabeth Rosenthal reported late last year that Ireland?s deficit has decreased from 32.4 percent in of gross domestic product in 2010 to 8.3 percent of GDP in 2012 in part due to a new taxes on carbon?? despite the economic downturn.

?This is a way to secure competitiveness in the future,? Connie Hedegaard, the European Union?s commissioner for climate action, said in an interview with Elisabeth.

Opponents of carbon taxes are not sure about that claim to?competitiveness. Depending on where the carbon tax is applied, it can make transport, utilities and production costs go up.

Last month, the Australian Retailers Association released results of a survey in which they found that 80 percent of Australian retailers say their business has been negatively affected by the new carbon taxes in place in that country since July of 2012.

Russell Zimmerman, the head of the retail organization wrote in a statement:

?The introduction of carbon pricing was a massive legislative change for small business and one which has had a significant impact. In a climate of already suppressed retail spending, retailers are taking the hit of the carbon tax as consumers bypass the stores to pay household bills.

Meanwhile, the cost of doing business has gone up for retailers due to higher utility bills and costs accumulated throughout the supply chain, which eventually fall onto retailers? bottom lines??

Dream wedding dress nearly lost in consignment

For brides, one of the biggest parts of a wedding is the dress.

?It was the first dress that I tried on,? said Stephanie Ogus, reminiscing about the day she found her dress.

After being divorced for 39 years, Ogus never expected to walk down the aisle again.

?And then all of a sudden, here comes Mr. Right," she said.

She stressed a little about her dream dress.

?It was fairly expensive, and I told my sister I just don't want to spend that much money,? Ogus said. ?She said, ?Sis, this is the last time you'll ever get married.?"

With the dress captured in pictures, Ogus decided to consign the gown and all the accessories that went with it. While at the Raleigh Fairgrounds Flea Market last June, she went to Twice Upon a Time Bridal and More, and met booth owner Patricia Atwell.

"She just took all the items and she just said she didn't think she'd have a problem whatsoever selling them,? Ogus said.

Atwell posted the items on the business Facebook page, listing everything for a total of about $840.

The consignment contract was about to end in September, but Ogus hadn't heard anything. She said she tried repeatedly to reach Atwell.

?I called constantly,? she said. ?There would never be anybody answering the phone."

She also emailed and eventually heard from Atwell's daughter and partner, Whitney Adams.

Ogus said Adams apologized ?and said she was out of town, that she'd get back with me when she got back into town and then we'd make arrangements to get my items."

That was October. When she didn't have her things by December, Ogus contacted 5 On Your Side.

After several phone calls, Adams delivered the dress and unsold accessories to Ogus's home.

Ogus is thrilled and relieved, telling us she's certain her items would not have been returned without WRAL's intervention.

Ogus said Adams would not discuss what happened but did offer a brief apology.

When asked about the delays, Atwell told 5 On Your Side that time just got away from them.

The company is no longer at the flea market.

I?ve been fighting the flu for a week.? Which is my officially unofficial excuse for getting three of last weekend?s games incorrect.

My other unofficial excuses are:? (1) Andy Dalton overthrew A.J. Green on what would have been a game-winning touchdown; (2) Joe Webb isn?t as good as I thought he was; (3) Christian Ponder is better than I thought he was; and (4) the Colts were far more charitable to Baltimore than they were in 1984.

So MDS went 4-0 and I went 1-3 and now that we agree on every game this weekend all I can hope for is a tie, at best, in the postseason edition of the picks contest.

Did I mention I won the regular-season contest by 11 games?

Ravens at Broncos

MDS?s take: Peyton Manning and Ray Lewis, the best offensive and defensive players of their generation, will meet one last time in Denver. I don?t think it?s going to go well for Lewis and his team. The Ravens have struggled all year against good quarterbacks and good wide receivers, and I see this game looking a lot like their December meeting, when Manning?s passing got the Broncos a big lead, and Knowshon Moreno?s running ran out the clock in the second half. In fact, I?ll go ahead and predict the same score as last time.

MDS?s pick: Broncos 34, Ravens 17.

Florio?s take:? Peyton Manning has beaten the Ravens nine straight times, including earlier this year in Baltimore.? While Ray Lewis missed that game, he could be more of a liability than an asset in the rematch.? Noticeably larger than he was when he reported to training camp with a lean frame intended to help chase tight ends, Manning could have Lewis running ragged in the thin air of Colorado.? Packers at 49ers

MDS?s take: This, to me, is the toughest game to pick. The 49ers won at Green Bay in Week One. The 49ers had a better record during the regular season. The 49ers are at home. The 49ers got a week to rest while the Packers had to play last week. For all those reasons, the 49ers would seem to be the logical pick. But two factors have me leaning toward the Packers: The way Aaron Rodgers is playing lately, with 11 touchdowns and no interceptions in the last four games. And the question mark about 49ers defensive end Justin Smith, who in my opinion is their single most important player, but who won?t be at full strength with a torn triceps. I like the Packers to win a close, high-scoring game.

MDS?s pick: Packers 35, 49ers 31.

Florio?s take:? In what could end up being the best postseason game of the year, the Niners will try to beat the Packers for the second time since September ? and the first without Alex Smith at quarterback.? Even though Colin Kaepernick has the ability to move the ball on the Green Bay defense, Packers quarterback Aaron Rodgers will be determined to prove to the Niners that they should have picked him with the first selection in the 2005 draft.

Florio?s pick:? Packers 28, 49ers 24.

Seahawks at Falcons

MDS?s take: I was all set to take the wild-card Seahawks to win on the road against the No. 1 seed Falcons, but the injury to Seattle defensive end Chris Clemons made me reconsider. Clemons started every game and led the Seahawks in sacks, and I believe Falcons quarterback Matt Ryan can take advantage of an opposing defense with a depleted pass rush. If Seattle cornerbacks Richard Sherman and Brandon Browner can lock down Atlanta receivers Julio Jones and Roddy White, and if rookie Bruce Irvin can step up his play in place of Clemons and make life difficult for Ryan, the Seahawks? defense can still play well enough to win this game. But I?m going to go with the Falcons in a close one.

MDS?s pick: Falcons 27, Seahawks 24.

Florio?s take:? I?ve said all year that the Falcons won?t get respect until they earn it by winning in the postseason.? And it won?t be easy against a Seahawks team that has demonstrated it can beat anyone, anywhere.? But with two weeks to prepare and five seasons of pent-up frustration, Matt Ryan and company will finally find a way.? Most likely.? Probably.? Possibly.? Maybe.

Florio?s pick:? Falcons 24, Seahawks 21.

Texans at Patriots

MDS?s take: This game won?t go as badly for the Texans as their previous meeting, but it won?t go particularly well for the Texans, either. Tom Brady can pick apart Houston?s secondary, and while there are some big holes in the Patriots? secondary, too, I?m not convinced that Matt Schaub is playing well enough right now to take advantage. The Patriots will beat the Texans convincingly again and earn an AFC Championship trip to Denver.

MDS?s pick: Patriots 31, Texans 17.

Florio?s take:? Sure, the Jets were blown out by the Pats in December 2010 before beating New England in the postseason.? But that makes it even more likely that the Patriots won?t fall into a trap, barely a month after trouncing the Texans, 42-14.? Indeed, last year the Patriots blew out the Broncos in December before blowing them out even worse in the playoffs.? Coach Bill Belichick will have his guys ready to charge out of their foxholes and attack ? in slightly more organized and effective fashion than the way the guys in Stripes attacked the obstacle course.

Airline pilot arrested after failing blood-alcohol test

Police at Minneapolos-St. Paul International Airport on Friday arrested an American Eagle pilot after he failed a blood-alcohol breath test. The 48-year-old pilot was preparing to fly from the Minnesota airport to New York City, authorities said.

Kolbjorn Jarle Kristiansen of?Raleigh, N.C., was arrested after "officers and (a)?TSA agent at Checkpoint 1 detected the odor of a consumed alcoholic beverage" as they passed the pilot waiting for an elevator, according to a public arrest document released by airport police.

Charges are pending, the document showed, and Kristiansen was?"released to airline personnel on own recognizance."

The pilot was conducting preflight checks about 6:30 a.m. when airport police officers acting on a tip boarded the aircraft, Minneapolis-St. Paul International Airport spokesman Patrick Hogan said. Officers made him take a Breathalyzer test and arrested him on suspicion of being under the influence of alcohol.

"There was a witness who smelled what they thought was alcohol on the pilot's breath and notified police," Hogan said. Passengers had not yet boarded the flight to La Guardia, New York City, he said.

The pilot has been suspended pending an investigation, according to Matt Miller, a spokesman for American Airlines, American Eagle's sister company. The airline is cooperating with authorities and will conduct an internal investigation, Miller said.

The flight was delayed about 2 ? hours while a replacement pilot was arranged, he said.

After the pilot was taken to Fairview Southdale Hospital to have a blood sample taken for testing, he was returned to the custody of airport police, Hogan said.

The alcohol limit for flying is lower than for driving, Hogan said.

"In Minnesota, the legal limit for pilots is .04, much stricter than someone traveling on a road in the state," he said.?

Tourism ? Travel + Leisure names 11 as must-visit destinations.

For the second time in less than a week, Utah is receiving national raves as a ski destination.

Travel + Leisure magazine has included Park City among 11 spots in a piece it titled "America?s Best Ski Towns."

It said this: "Nearly a million annual visitors descend on Park City, whose Main Street still has the rugged good looks of a 19th century western mining town. It puts skiers in easy reach of mountain resorts, hosts the Sundance Film Festival, and has become a culinary hotbed.

The back-to-back tributes provide the folks who promote the state with some welcomed leverage.

"There?s nothing better than a third-party endorsement," said Nathan Rafferty, CEO of Ski Utah, marketing arm for the state?s 14 resorts. "It?s one thing when we say we have the best snow, it?s another when someone independently says good things.

"We?ll shine a light on these rankings because they get a ton of traction. They have credibility."

US job market resilient despite budget fight

WASHINGTON (AP) ? The U.S. job market showed resilience in three reports Thursday, suggesting it may able to withstand a federal budget battle that threatens more economic uncertainty in coming months.

A survey showed private hiring increased last month, while layoffs declined and applications for unemployment benefits stayed near a four-year low. The data led some economists to raise their forecasts for December job growth one day before the government releases its closely watched employment report.

"The job market held firm in December despite the intensifying fiscal cliff negotiations," said Mark Zandi, chief economist at Moody's Analytics. "Businesses even became somewhat more aggressive in their hiring at year end."

The most encouraging sign came from payroll provider ADP. Its monthly employment survey showed businesses added 215,000 jobs last month, the most in 10 months and much higher than November's total of 148,000.

Economists tend to approach the ADP survey with some skepticism because it has diverged sharply at times from the government's job figures. The Labor Department releases its employment report Friday.

But some economists were also hopeful after seeing businesses were less inclined to cut jobs last month.

Outplacement firm Challenger, Gray & Christmas said that the number of announced job cuts fell 43 percent in December from November, and overall planned layoffs in 2012 fell to the lowest level since 1997.

The decline in layoffs coincided with a drop last month in the number of people who applied for unemployment benefits. The four-week average was little changed at 360,000 last week. That's only slightly above the previous week's 359,750, which was the lowest since March 2008.

Most economists expect the Labor Department report will show employers added about 150,000 jobs last month and the unemployment rate stayed at 7.7 percent.

Some economists saw potential for stronger gains after seeing Thursday's data.

Joseph LaVorgna, chief U.S. economist at Deutsche Bank, raised his forecast for job growth in December to 190,000 jobs, up from 150,000.

Credit Suisse increased its forecast to 185,000, up from 165,000.

"Given that we have restraints, the labor market data do appear to be improving," said Dana Saporta, an economist at Credit Suisse.

Still, many economists remained cautious about where the job market is headed. While Congress and the White House reached a deal this week that removed the threat of tax increases to most Americans, they postponed the more difficult decisions on cutting spending. And the government must also increase its $16.4 trillion borrowing limit by late February or risk defaulting on its debt.

Congressional Republicans are pressing for deep spending cuts in return for any increase in the borrowing limit. President Barack Obama has repeatedly said wants the issues kept separate.

The economy has added about 150,000 jobs a month, on average, over the past two years. That's too few to rapidly lower the unemployment rate.

Hiring probably won't rise above the current 150,000 per month trend until after the borrowing limit is resolved, economists say.

A similar fight over raising the borrowing limit in 2011 was only settled at the last hour and nearly brought the nation to the brink of default.

"That's not an environment where you're likely to be taking risks," such as boosting hiring, said Nigel Gault, chief U.S. economist at IHS Global Insight.

Even with modest gains in hiring, the unemployment rate remains high. It fell to 7.7 percent in November from 7.9 percent in October. But that was mostly because many of the unemployed stopped looking for jobs. The government counts people as unemployed only if they are actively searching for work.

The number of people receiving jobless benefits fell to 5.4 million in the week ended Dec. 15, the latest data available. That's down about 70,000 from the previous week. The figure includes about 2.1 million people receiving emergency benefits paid for by the federal government. The White House and Congress agreed earlier this week to extend that program for another year.

There are signs the economy is improving. The once-battered housing market is recovering, which should lead to more construction jobs this year. Companies ordered more long-lasting manufactured goods in November, a sign they are investing more in equipment and software. And Americans spent more in November. Consumer spending drives nearly 70 percent of economic growth.

Notre Dame, Alabama arrive for BCS title game

FORT LAUDERDALE, Fla. (AP) ? Brian Kelly walked off the tarmac, hopped aboard one of Notre Dame's team buses that bore his image on the side and grinned broadly as he sat in the driver's seat.

Soon, the Notre Dame coach will know if his team ? or Alabama ? will finish college football's season in that proverbial spot.

The top-ranked Fighting Irish landed in South Florida on Wednesday, not long before the arrival of the second-ranked Crimson Tide. The teams meet Monday night to decide the BCS championship, a matchup that was set more than a month ago, the hype growing with each day.

"Going to play the national championship game in Miami, it's not like any trip that they've had before," Kelly said. "It's not like any trip that I've had before. And so there was an anticipation that when we got on the buses to the airport that they were really excited about this trip. It's something that you dream about when you play this game and when you coach this game."

For Notre Dame ? at least for this current batch of Fighting Irish ? this is all new, as one of the game's most storied programs has not won the national title since the 1988 season. For Alabama, the hubbub that goes with the BCS title game is familiar, as the Tide is trying to win its second straight crown and third in four years.

And for Alabama coach Nick Saban, it was a return to his former home. Saban coached the Miami Dolphins before going to the Crimson Tide, famously saying toward the end of his tenure in South Florida that he wasn't "going to be the Alabama coach."

He was hired by the Tide not long afterward.

Yet on Wednesday, Saban ? first off the Alabama plane ? was greeted like a visiting dignitary, with about a dozen TV cameras and twice that many reporters on hand to record the event.

"It's great to be back in South Florida," he said. "It's the first time we've been to the Orange Bowl. I'm sure these people here are going to do a great job of providing tremendous hospitality for our players and our entire family."

Grand welcomes were executed for both teams, including water cannon sprays over their planes and greetings from local officials and members of the Orange Bowl Committee. Notre Dame landed in Fort Lauderdale, Alabama in Miami, the teams about equidistant from Sun Life Stadium ? the site of Monday's showdown for the title.

Police escorts awaited the bus caravans, and all players were getting a gift bag that some started digging through immediately, even before leaving the airport.

"It's 'Rudy' vs. 'Forrest Gump,'" Notre Dame wide receiver Robby Toma said, referring to the still-popular films that featured the Irish and the Tide. "Both very storied programs, a bunch of national championships and we're excited to compete with the best because that's how you become the best."

And work is left in both Notre Dame's and Alabama's quest to finish at No. 1. Both teams are set to return to the practice field on Thursday, with workouts scheduled throughout the remainder of the week.

"We've got to do a little work this week," Kelly said. "But we feel good about our preparation."

Dozens of players, coaches and guests on the Notre Dame flight took photos of the mass of reporters, Broward Sheriff's officers and fans when they deplaned, a few carrying video cameras and a couple even tossed oranges ? a nod to the Orange Bowl Committee ? from one hand to another.

Kelly said Notre Dame will find ways to mix fun and relaxation with the element of it being a business trip as well.

"All the people that were looking out the window were pretty much amazed to see the kind of draw that this game has," Kelly said.

On the Alabama side, All-American center Barrett Jones wore a walking boot to protect the left foot he sprained during the SEC championship but said he was ready to go. Reserve offensive lineman Arie Koundjio had to be treated for dehydration when the plane landed, and tight end Harrison Jones did not travel with the team for what Saban called medical reasons. He's expected to arrive Thursday.

The other Tide players seemed focused.

"We want to reach this point," said defensive lineman Damion Square, who was recruited by Notre Dame. "To be here is great, but we have to finish the job."

Israel orders Bedouins to leave West Bank area

KHIRBET AL-MEITEH, West Bank (AP) ? The Israeli military on Wednesday ordered dozens of Palestinian Bedouins to leave their communities so it could conduct military exercises in a remote area of the West Bank.

The military said the order was temporary, and that the Palestinians were living illegally in closed military zones. The Bedouins say they have lived in the area for decades. While the army has issued temporary evacuation orders in the past, Bedouins say they have increased in frequency, and they charge the practice is meant to pressure them to leave their homes.

Israel has used largely empty areas of the West Bank for military bases, firing ranges and maneuvers since shortly after it captured the territory in 1967, marking off large areas for exclusive use of the military and bringing frequent complaints from Palestinians. The Palestinians claim all of the West Bank as a key part of a future state.

After receiving the latest evacuation order, one family dismantled its tents, and loaded sheep and small children onto a trailer in the community of Khirbet al-Meiteh alongside thin mattresses, pillows and blankets. "We will sleep here tonight, in this trailer," said Walid Zawahiri, 57. "There's nowhere else to go."

He and other residents said they had to leave their youngest sheep behind because they had nowhere warm to keep them. They feared that they would be eaten by wild animals or shot during military training. The communities rely on herding animals to survive.

Zawhiri said it was the fourth time he had been ordered to relocate in a year. Nearby, soldiers arrived in military vehicles, setting up dummies for target practice.

The evictions occurred in the Jordan Valley, a section of the West Bank along the border with Jordan. Although Palestinians have a measure of self-rule in other parts of the West Bank, Israel retrains overall military and administrative control over most of the Jordan Valley.

The area, mostly desert, is home to 60,000 Palestinians, the United Nations estimates. Some 8,000 are Bedouins, a culturally distinct community that once roved between winter and summer grazing sites with its livestock. Now they are mostly tethered to one area, and rely on sheep herding and manual labor to get by. They tend to live on the poor margins of Palestinian society.

The Jordan Valley is among the 60 percent of the West Bank that remains under full Israeli control, nearly two decades after interim peace accords granted the Palestinians autonomy elsewhere in the territory. The Israeli-controlled section includes military bases, nature reserves and Jewish settlements.

In a separate incident Wednesday, dozens of Israeli settlers tried to block access to a strip of land that Palestinians sought to cultivate near the northern West Bank village of Jaloud. The Palestinians obtained a court order allowing them enter their lands after Israeli settlers in the past tried to claim the land as their own, said lawyer Qamar Mashriqi.

The military said soldiers dispersed the crowd.

The settlers of the Esh Kodesh outpost rolled flaming tires at Palestinian-owned tractors before the soldiers intervened.
